Election Commission in deep anguish over the "toxicity" flowing in Election campaign 09 asked all political parties and their leaders to observe the model code in letter and spirit.

Commission did not find the replies of Prasad and his wife "satisfactory" and expressed its "strong displeasure" to them, Deputy Election Commissioner R Balakrishnan told reporters at New Delhi on Monday.

faced the notice for his reported statement at an election rally that if he had been the Home Minister he would have crushed BJP candidate Varun Gandhi under a 'roller without caring for consequences' for his anti-Muslim speeches.Prasad has since clarified that what he meant was crushing the BJP Lok Sabha candidate under the "roller of law" to suggest he would have been bulldozed legally.
Rabri Devi, the leader of the Opposition in Bihar Assembly, got the notice for allegedly making insulting personal remarks against Chief Minister Nitish Kumar. FIRs have been already filed against both Prasad and Rabri.
Media asked why the Commission only expressed its displeasure with regard to Prasad as against its strong action on Varun Gandhi, he said that the EC told Prasad that as a senior leader he should not have used such language.
"You have to see the gravity of statement," he said adding while Prasad's statement was against an individual, Gandhi's statement threatened the "entire community".
Commission also expressed its displeasure to senior BJP leader Jaswant Singh, who was earlier served with a notice for allegedly distributing money during a public meeting in Rajasthan's Barmer district.
Rejecting the reply given by Uddhav Thackeray for his alleged derogatory remarks against Prime Minister Manmohan Singh during a rally, Balakrishnan said that the Commission has conveyed its displeasure to the Shiv Sena leader.

Observing that the party has also been served with a notice, he said that the Maharashtra CEO has been asked to video track all the political meetings of Uddhav Thackeray.

The EC, which had earlier served a notice to Home Minister P Chidambaram for allegedly offering poll sops during a visit to Rajasthan for a security review meeting, asked him to avoid making a statement that could be "misinterpreted or misunderstood".

On the allegation against APCC chief D Srinivas, he said that the Congress leader had replied that the voice on the CD was not his and he has been asked to send his version.
The BJP had complained to the EC that the statement of PCC president in Nizamabad that he would "sever" the hands of those who point a finger at minorities is highly objectionable and meant to hurt the religious sentiments of the majority community.Balakrishnan said that the three senior officials of the Organising Committee of the Commonwealth Games who were earlier served with notices for releasing advertisements violating the Model Code of Conduct have sought few more days time to respond.

The notices have been served on Shovana Narayan, Joint Director, Neel Chatterjee, Additional Director General and Bharat Prasad, Deputy Director of the Committee by the EC last week asking them why a sum of over Rs 26 lakhs should not be recovered from them.The Commission had also objected to Haryana Chief Minister B S Hooda and his Health Minister using official vehicles during a private visit and asked the Chief Secretary to recover the expenditure incurred on using the vehicles.Special steps by EC to ensure free and fair polls in Kandhamal and concerned over situation in Kandhamal in the wake of alleged inflammatory speech by a BJP leader, the Election Commission has taken special measures to ensure free and fair polls in the sensitive constituency.
Observing that the EC has taken many steps to create a conducive atmosphere, Deputy Election Commissioner Alok Shukla told reporters that five Observers posted in Kandhamal would undertake intensive touring in the constituency.
Nearly 35 special sectoral officers would be appointed for the purpose, he said.
Besides, provision of adequate security forces, setting up of a 24-hour toll free telephone facility and free transportation of voters staying in relief camps to polling booths were some of the other measures being taken by the EC, he said.
Shukla said that the Commission held a video conferencing with the poll officials and inputs showed that the situation is fully under control.He said that vulnerable areas would be watched more closely.The EC's action comes in the backdrop of alleged hate speech by BJP Kandhamal candidate Ashok Sahu.

Many instances of hate speeches and secondly offering of cash to voters, the Commission has put up detailed letter to all political outfits,asked to follow the "sage advice" given by the Supreme Court."In conducting the electoral campaign, set high standards of electoral morality so as to ensure the integrity and purity of elections," the Commission said in its advisory.

Electorol campaigning for the five-phased elections is on its peak to soon reach a crescendo, the panel said it was pained to observe that many important leaders of political parties at the national and state levels were, in their election speeches at public meetings and rallies, making "intemperate and derogatory remarks." They were "attacking the personal character or personal conduct of leaders and candidates of rival parties, or making highly provocative and inflammatory statements that have the effect of inciting communal hatred, disharmony or ill-will, and aggravating the differences between different classes of citizens on grounds of religion, caste and community."
