To simplify the ducation system for teens education a single school board at the all-India level and make 10th board examination optional and in order to reduce the stress on students, the present system of giving marks would be replaced by awarding grades and CBSE will be the first Board to do so.

Unquote but for students willing to go for
professional course will either sit in course of the combined univeristy exams or to get admission with narrow margins of percentage marks may bring heaps of disorder for university and professional institute which will work on diverse route thus again falling in trap of discomfort.

Secondly no mention of symster system in school,Universities and online examination for admission to various schools,professioal institution and university needs to be revamped.

Unveiling his 100-day plan yesterday, the Human Resource Development Minister Kapil Sibal said, in a landmark decision the government is launching a new scheme on interest subsidy on educational loans taken for professional courses by economically weaker students. Uniform examination for all students on the pattern of combined law admission test is also on the anvil.

Mr. Sibal said the proposed National Commission for Higher Education and Research will subsume several other regulatory bodies like University Grants Commission, All India Council of Technical Education and Medical Council of India. A law will be enacted to prevent, prohibit and punish institutions resorting to educational mal-practices. He said that the assessment and accreditation in higher education through an independent regulatory authority will be made mandatory. He said that a bill will also be brought to set up educational tribunals to settle disputes between teachers, staff and management in higher education.

Mr. Sibal said, the government would review the functioning of these deemed universities in the wake allegations of irregularities. Mr. Sibal said that the government will recast the National Literacy Mission with focus on female literacy. As part of other policy initiatives, government will formulate a brain gain scheme to attract talent from abroad to the existing and new institutions. A new policy on distant education, introduction of academic reforms is some other priorities. Talking on public-private partnership on school education, Mr Sibal said there is ample opportunity for private players in the field, for example management of not well run schools like municipal schools. The Minister asserted that all steps should be taken to enact the Right of Children to Free and Compulsory Education Bill.

Union Minister HRD Kapil Sibal on way to rejuvenate the education system said he would be his endeavour to implement the report of the Yash Pal Committee.Yash Pal, has recommended the establishment of a National Commission for Higher Education and Research (NCHER) as an advisory body responsible for comprehensive and continuous reforms in higher education.
Government is committed towards improving the education system in the country. This was stated by Shri Kapil Sibal, Union Minister for Human Resource Development today when Prof. Yashpal presented to him the final report of the Committee on ‘Renovation and Rejuvenation of Higher Education’(Prof. Yashpal Committee Report). The Minister underlined that a single day cannot be wasted towards enabling the right for children to be educated. This education must be inclusive and with quality he added. Shri Sibal emphasized the three principles of access, equity and excellence which will not be compromised while implementing the educational reform agenda.

The Minister said that he was already aware of the interim report of the Yashpal Committee and that he was committed to implement the recommendations of the National Knowledge Commission and the Yashpal Committee which would be pivotal towards the reforms in the educational sector in the country.

Shri Sibal said that the Ministry of Human Resource Development would like to place on record deep appreciation for the document which is a road map for the education for the future in the country. He said that the Yashpal Committee has done extensive dialogue with all stakeholders, and it will thus, be acceptable to the nation.He said he will also relook with neo-model the Class 10 Board examination, along with an alternative evaluation system based on percentiles, not percentages.

Sibal told daily Indian Express: “The Indian education system which is marks-centered and examination-based is a source of trauma for both parents and children… knowledge, like everything else, should be user-friendly, and the acquisition of knowledge should not be a stressful exercise.”

Children, Sibal said, should not be judged by percentages with an emphasis on learning by rote, and the whole system of examinations should be looked at afresh.

“I am thinking of relooking at the necessity of having a Board examination for Class 10,” he said. “A child moves up from Class 9 to Class 10 in the same school and there is no reason for either the student or the parents to get traumatised by the 10th Board exam,” he said. However in first go, the HRD Ministry will consult state governments and state education boards, Sibal said. “I hope to move forward very soon and set up an alternative system of evaluation of students that is based on percentiles rather than percentages.”The minister believes that it is for the students to decide which stream to follow in Class 11 rather than for the schools to force it on them. “Ultimately, it is the student’s aptitude that should decide whether he or she wants to study arts or science… not the school,” he said.
