ASEAN Summit begins in Thailand

N K Sagar reports that in the Thailand's central resort town of Cha-am Hua Hin, an historical Asian event is all set to gear up the cooperation for free trade which consists of more than 40 % of global trade and better undertsanding amongst the half of the population of the world.

Asian tigers Indonesia,Malaysia,Thailand along with Brunei, Cambodia, Laos, Myanmar,the Philippines, Singapore,and Vietnam needs to widen their trade for which talks to be followed with Australia, China, India, Japan, New Zealand and South Korea to match upcoming economy with high tech group of the areas with huge potential of the market ahead.

Hua Hin is al set for the three-day Summit and related events will be attended by ten leaders from ASEAN member countries together with the leaders of the six dialogue partners including India. ASEAN Leaders will discuss among themselves and with relevant Dialogue Partners on how to realise an ASEAN Community by 2015.

In this connection, H.E. Prime Minister Abhisit Vejjajiva has set out his vision for the ASEAN Community to be :
* A Community of Action which can act decisively and promptly to address both internal and external threats as well as challenges to regional security and well-being of its peoples;
* A Community of Connectivity where goods and peoples, as well as capital and investments can move without obstacles throughout the region via region-wide transportation linkages and harmonized rules and regulations;
* A Community of Peoples where people can participate in and fully benefit from our regional integration.

Highlights for the Summits include the inauguration of the ASEAN Intergovernmental Commission on Human Rights, the adoption of a declaration on climate change to reaffirm ASEAN position in the negotiation under the UN Frameworks Convention on Climate Change (UNFCCC) as well as the adoption of a declaration on education cooperation to achieve an ASEAN Community. Other issues affecting the well-being of the peoples including food and energy security, financial stability, pandemics as well as disaster management will also be discussed.

During the Summits, ASEAN Leaders will also meet with representatives from the ASEAN Inter-Parliamentary Assembly (AIPA), ASEAN Youth and ASEAN Civil Society Organisations which reflect Thailand’s will to promote people’s participation in ASEAN Community-building process.
Prime Minister Dr Manmohan Singh will arrive here on a three-day visit to take part in the Seventh India-ASEAN Summit and the 16-nation East Asia Summit.
India and ASEAN signed a Free Trade Agreement in August on trade of goods,further focus of the sides to ink a similar pact in the field of services and investment.

Asian diplomacy in state of disarray will find Dr Singh's Indian premier visit meeting with Chinese counterpart Wen Jiabao on the sidelines of the summit.
Both the leaders will meet against the backdrop of tensions on boundary question. China officials criticized Dr Singh's visit to Arunachal Pradesh,New Delhi expressed concern over Chinese involvement in projects in Pakistan-occupied Kashmir among other issues.

The ASEAN summit are set to adopt over 15 documents on various key issues. They include Declarations on Human Rights, Education,Climate Change and Connectivity. Cliamte change which is global subject and this summit will have draft statement on issue reflects a unified response of ASEAN member states.This statement could be significant in view of the forthcoming Global summit on Climate Change at Copenhagen in Denmark.

The Hua Hin Statement on ASEAN plus Three Cooperation on Food Security and Bio-Energy Development and a separate Statement on East Asia Summit Disaster Management will be issued by the participating leaders.Other issues affecting the well-being of the peoples including energy security, financial stability, pandemics as well as disaster management will also be discussed in the upcoming summit.

Security has been the most important issue for the host country which is trying to prevent a repeat of the April 11 Pattaya incidents when thousands of anti-government red-shirted protesters stormed the 14th ASEAN Related Summits venue and forced the cancellation of the summits.
Indian official correspondent covering the event reports that Thailand has mobilized over 18,000 strong security forces and imposed an Internal Security Act in Bangkok and the ASEAN summit venue to prevent protests during the summit in Hua Hin.

On 26 August 2007, ASEAN stated that it aims to complete all its free trade agreements with China, Japan, South Korea, India, Australia and New Zealand by 2013, in line with the establishment of the ASEAN Economic Community by 2015.
Free Trade Agreement with the ASEAN regional block of 10 countries and New Zealand and its close partner Australia was signed, February 27, 2009.

When the AFTA agreement was originally signed, ASEAN had six members, namely, Brunei, Indonesia, Malaysia, the Philippines, Singapore and Thailand. Vietnam joined in 1995, Laos and Myanmar in 1997, and Cambodia in 1999
