AIADMK MLAs likely to decide today their new leader in place of J Jayalalithaa

The Centre has asked the Tamil Nadu government to ensure effective measures for maintaining peace, law and order after reports of violence in some parts of the state following conviction and imprisonment of Chief Minister J Jayalalithaa. The Home Ministry has sent an advisory to the state government asking for stepping up security arrangements to ensure that no more untoward incidents occur in the state. Incidents of violence, stone pelting, assault on media persons and damage to vehicles by the AIADMK supremo’s supporters were reported from Chennai, other towns of the state.
Tamil Nadu Governor Dr.K.Rosaiah held a meeting with the Chief Secretary and other secretaries and police officials and has ordered them to uphold the law and order situation in the State.
Karnataka Chief Minister Siddaramaiah held a high level meeting of the Home Department and police officials in Bangalore, after the Special court sentenced J Jayalalithaa. Mr Siddaramaiah said after the meeting that the state government would ensure proper security in Bangalore and surrounding areas bordering Tamil Nadu to maintain peace.
Jayalalitha was convicted and sentenced to four years imprisonment and fine of 100 crore rupees in the 66 crore disproportionate asset case in Bangalore yesterday. Special judge John Michale Cunha pronounced the sentence and the hefty fine on charges levelled against her by DMK General Secretary K. Anbazhagan in 1996. Special Public Prosecutor G Bhavani Singh informed that Jayalalithaa and the three convicted persons were taken into judicial custody after the verdict and sent to a state-run hospital in the city for medical check-up.
The fine will be recovered by attaching jewellery and other articles seized and kept in the court’s custody. Jayalalitha has to move bail application in the High Court where she can also appeal to quash the special court order.
Justice Michael Cunha yesterday directed the Court Registry to communicate the verdict to the Tamil Nadu Governor and the Assembly Speaker. Ms.Jayalalithaa’s position as a Member of the Legislative Assembly becomes invalid even as she stands convicted for four years. She also cannot contest the elections for the period of another ten years.
The AIADMK is sure to appeal to the Bangalore High Court against the judgement. But the Court is on Dussehra holidays and is scheduled to re open on 5th of October.
Presently it is not sure as to when is the exact date of appeal. The AIADMK party sources say that a meeting of the Members of the legislative members might take place today to decide on who will become the next Chief Minister.
Tamil Nadu Governor Dr.K.Rosaiah has been briefed about the developments by the Chief Secretary and other top officials.
Even as questions are being raised on the successor of Ms.Jayalalithaa the party cadres who were on a rampage esterday seem to have calmed down. But still buses have not been plying in many areas of the State.
The political rivals of the ruling party have opened up a debate on the future of the State according to the conviction. As the State is to witness an election in 2016, parties are vying for a political space to gain ground in the State. The party cadres are desperate to know the next development inside the party. Senior leaders of the AIADMK Party senior ministers,members of parliament are yet to reach Chennai to figure out the successor.
Ms.Jayalalithaa is said to have discussed on all the issues concerning the party and her successor with the former Chief Minister and present finance Minister O.Panneerselvam.

Prime Minister Narendra Modi has said that India wants to hold serious bilateral dialogues with Pakistan without the shadow of terrorism. Addressing the 69th session of the United Nations General Assembly in New York Mr Modi , said it is required that Pakistan should create an appropriate environment and come forward for bilateral talks. The Prime Minister said raising issues in this forum is not the way to make progress towards resolving issues between the two countries.
He highlighted that during the recent floods in Kashmir, India offered aid to flood hit areas of Pakistan also.The Prime Minister said his government has placed the highest priority on advancing friendship and cooperation with the neighbors.
In his maiden speech at the United Nations Prime Minister that terrorism is taking a new shape and new name and no country- big or small- is free from its threat. The Prime Minister called upon the nations to put aside their differences and mount a concerted effort to combat terrorism. He asked the UN to pass the convention on international terrorism at the earliest to unitedly contain the menace.
Highlighting the importance of multilateralism, Mr Modi said no single country or a group of few countries can decide the flow of the world.
The Prime Minister said the world body is completing 70 years of its existence next year but it needs to be looked into how it can become more credible and meaningful platform that can solve global problems. He said once should change as per the requirement of time. Mr. Modi said we should ask whether the United Nations has really united us.
He said despite having a wonderful body like UN, we have so many groups, like G-7, G-4 and willingly or unwillingly India is also part of some groups. He stressed that there should be a meaningful dialogue on this and a single G ALL group should be there. He also called upon the world body to include countries involved in security and peace keeping operations in the decision making process of the United nations be expanding its security council.
Mr. Modi also stressed the need for pursuing a more stable and inclusive global development. He said on one hand globalization has created new levels of growth and employment and on the other hand there are billions on the edge of poverty. He said development and empowerment can spread with the same speed as Facebook and Twitter spread around the world.
He said each country should decide its own path for growth and development but at the same time there is a need of genuine international partnership. He stressed that a better coordination is required so that nations become mutually supportive and not mutually damaging. He asked countries to double their efforts for the development of all.
Mr. Modi said that as a developing country, India is ready to share its modest resources with those countries that need this assistance as much India does.
Highlighting that 2.5 billion people across the globe do not have access to basic sanitation facility, 1.5 billion without electricity and 1.1 people without access to drinking water, the Prime Minister said we need a more comprehensive and concerted direct international action.
Mr. Modi emphasized that eradication of poverty must remain at the core of the post-2015 development Agenda and command our fullest attention. Stressing on the importance of Yoga in one’s life, he called upon the international leaders to adopt an International Yoga Day.
Prime minister Narendra Modi addressed young crowd last evening at the Central Park of New York during the global Citizen Festival. Delivering his address in English, he greeted the New Yorkers saying this is a great city and its citizens have shown that they care for the world outside also. Appreciating the fact the Global Citizen festival is being organized in open park and not in conference hall, Mr Modi said what they today will decide their future tomorrow.
The Prime Minister said that through this festival they are contributing to the lives of those who are not as fortunate as they are. He called upon the youth to convert their energy into action and devote their time and energy for poor people who are without education, opportunity and hope. He said he salutes them and feel proud for each one of them. Prime Minister added that 800 million youth in India have joined hands to transform their nation and give light of hope to every heart. Mr Modi called upon the gathering to work towards making available basic sanitation and health care to all. Prime Minister concluded his speech with a Sanskrit shloka.
Global citizen festival aims at raising funds to end open defecation across the globe and making available basic sanitation, education and clean water to all.

M.P. High Court raps the state govt. for not cooperating with Justice Jha Commission

Chief Secretary was directed to provide SIT of officials to the Commission for investigating massive corruption in rehabilitation in SSP-Narmada
The massive scale of corruption in rehabilitation of Sardar Srovar affected families in Madhya Pradesh is under investigation by Justice Jha Commission which is being monitored by the Hon. High Court of Madhya Pradesh, Jabalpur bench.
Justice Ajit Singh and Justice K.N. Gupta passed an interim order which is self-explanatory. The order directs the state government to immediately provide a team of officials from Police, Revenue and PWD departments which is not done since 2008 till date !!!
It refers to the massive scam by staff and officials as also to the non cooperation by the state government . ‘;Enough is enough'; the order concludes and directs none else but the Chief Secretary to file an affidavit on compliance. When this enquiry is on and the Justice Jha Commision';s 5th report to the High Court concludes that a large number of registries appears to be fake and thousands of statements are yet to be recorded, can the central authorities raise dam height in such a situation?

Association for Democratic Reforms and Maharashtra Election Watch have analysed the percentage of votes won by the MLAs of Maharashtra in assembly elections, 2009 and their representativeness among the total number of registered voters. The data disclosed by the Election Commission of India on their website (http://eci.nic.in/eci_main1/index.aspx) has been used for this report.
The percentage of representativeness was calculated by dividing the votes polled for the winnerby the electorate i.e. the total number of registered voters. This value represents the percentage of votes won by the winning candidate among the total number of registered voters in the constituency.
The percentage of vote share was calculated by dividing the votes polled for the winner by the total number of valid votes. This value represents the percentage of votes won by the winning candidate among the total number of valid votes polled.

Positive fiscal and economic reforms scenario and clearing of growth impediments raised outlook for India
Standard & Poor’s (S&P) raised the outlook for India ‘s “BBB-minus” rating back to “stable” from “negative,” due to the positive fiscal and economic reforms scenario and clearing of many growth impediments such as energy supply bottlenecks and administrative obstacles. According to S&P statement, India ’s outlook revision indicates that the current government’s strong mandate will enable it to implement many of its administrative, fiscal and economic reforms and will boost economic growth in coming times.
S&P had cut India ‘s rating to “negative” in April 2012, due to decreasing investor confidence in India . However, after the election of new Government, confidence of foreign investors in India has returned, thereby leading to expectation that foreign investment in India will increase in coming times.
S&P cited that it was India ‘s improving external position and current account balance, that helped India to improve its credit rating. However, the key constraints that still persist as roadblocks to India ’s growth story are “low wealth level” and “weak public finances”.
S&P further added that it would further raise India ‘s rating if it registers GDP growth rate of 5.5% in the coming times.
